What happened in Babel?

What happened in Babel?
Is it only a tale, or did something specific happen?
Please, explain to me:
1. “the whole earth” meant what?
2. “heaven” meant what [whose top may reach unto heaven]?
...
1 - And the whole earth was of one language, and of one speech.
2 - And it came to pass, as they journeyed from the east, that they found a plain in the land of Shinar; and they dwelt there.
3 - And they said one to another, Go to, let us make brick, and burn them thoroughly. And they had brick for stone, and slime had they for morter.
4 - And they said, Go to, let us build us a city and a tower, whose top may reach unto heaven; and let us make us a name, lest we be scattered abroad upon the face of the whole earth.
5 - And the LORD came down to see the city and the tower, which the children of men builded.
6 - And the LORD said, Behold, the people is one, and they have all one language; and this they begin to do: and now nothing will be restrained from them, which they have imagined to do.
7 - Go to, let us go down, and there confound their language, that they may not understand one another's speech.
8 - So the LORD scattered them abroad from thence upon the face of all the earth: and they left off to build the city.
9 - Therefore is the name of it called Babel; because the LORD did there confound the language of all the earth: and from thence did the LORD scatter them abroad upon the face of all the earth.

they thought by building a tower that went very high that God could not reach them, it wasnt that long since the flood of noahs day , and they thought that God could not reach them, but

babel is a true account.
The earth had been deluged with a flood wiping out all of mankind "in the known world". I do not believe the entire globe. The area called the middle east is 1500 feet and more below sea level. This is kinda like a bowl and the rain filled it.
Now the problem with the tower of babel was that they were building it to be waterproof and to be so high as to avoid drowning, thus defying god. God had called them to send out colonies that they might enjoy the abundance of the earth and reduce strife amongst themselves, but they were deceived by the good pleasure they had where they were and decided to stay where they were, as they figured they might be more vulnerable to oppression if they diminished in number.
Nimrod excited them all and became a prominent figure to them, of the which he decided to make the people believe that their abundance came from him, and not from god. So he brainstormed the tower and the people rallied behind his effort. Therefore did god choose to confuse them rather than to deluge them again, since they did not learn from the first flood.
It wasn't the bricks so much as the waterproofing. God never wants man to rely on their own ideas.
