God is an intelligent being, even as we are, but his attributes are more perfect than any we have. When he created us, his great work was to allow us to responsibly select to become like he now is. If we were to have a choice in accepting all of God's attributes, we would need to have a choice in rejecting them all, else some would be forced upon us: then those who did not want any of them would be forced against their will to accept something they did not want. To possess all of God's attributes, to reach his high station, is to achieve the highest Heaven, and to reject them all is Hell. There are many degrees of in-between: these are "lesser Heavens".

That man may responsibly select his destiny, he must have free will, and responsibility for his own choices. This is called accountability, and it can only be obtained by comprehension through experience. Little children don't know what fire feels like, wherefore if they touch it, is it their fault? But if they grow to adulthood, coming to know pain of varying degrees, they can extrapolate, and understand the idea of greater pain such as fire might provide, and then they become fully responsible in making the choice of either putting their hand in the fire or not.

Therefore, that man might know what Heaven and Hell are possibly like, he needed to know misery and bitterness, but also inner peace and joy. Wherefore, God created a setting for him, an accidental world, where both good and bad abound, to cultivate his accountability, and to convince him of the existence of Heaven and Hell, he sent prophets and apostles, missionaries and teachers, even his Son, Jesus Christ, and the Holy Spirit also, the spirit of prophecy and revelation. To delineate the two paths to Heaven and Hell, he set up a Law, and to redeem those who break the Law, he set up an Atonement. To provide a way by which the Atonement could be accepted, he gave his Gospel, which is the Gospel of loving God and keeping his commandments, in faith through good works, by which alone are we assured of salvation and being born again.

By their works and desires men shall be judged in the end: some will attain the highest Heaven, and many will obtain the lesser Heavens, but only those who reject in full the Atonement and break the Law responsibly, will get as they responsibly desire, the absence of all of God's attributes, which is Hell.

God's Plan of Salvation is merciful, and just, and internally consistent. There is much bad in this world, but just as much good in it as well: we need only seek inner peace and joy, and then we shall be liberated from internal misery and bitterness.
